Buffering issues using Progressive Download

I am using Captivate 7, SuccessFactors LMS and iConent - In some of our more remote locations our colleagues are experiencing buffering issues. I have inserted the videos on the slides as a Multi-Slide Sync Progressive Download (use this method for bookmarking purposes), unfortunately the video then downloads locally to each colleague’s laptop when viewing - hence cause buffering issues. I looked into the option of inserting the videos as Streaming videos but I encountered 2 issues:

1. I found the fact that this process of Streaming does not work with HTML5 and we need the option to publish the project with HTML5 to play our courses on mobile devices. And suggestions?
2. Just to be able to create a version of the project using Streaming for testing - the URL I pulled from iContent (which is where I am loading the MP4s) the Captivate file does not accept the URL. This is a sample of the URL I am trying to enter.

Does anyone have any thoughts or suggestions?
