VTML tag location

In Captivate 7, a tag like  <vtml_pause time="1000"/> works only for me when it is placed on the same line in Text-to-Speech as some text to be spoken - before or after this text.

It does not work if the text is placed on a separate line in the Text-to-Speech part.

The result is that I have to delete the tag manually in the Closed Captioning tab, otherwise the user can see it. 

If it would work I could in Slide Notes just put a check mark in Text-to-Speech, not in Closed Captionning.

Is this how it is supposed to work? Any ideas how to solve this?
